This can be resolved in Saints Row 3 through playing offline on Steam or by navigating to C:\Windows\System32\drivers\etc and selecting the file named hosts. If you happen to run into issues with the game freezing then resuming every couple seconds this is an issue with the game running online. This will put the game in lowest display settings but will allow you to boot so you can change this in the options menu.
